Absentee Voter Information

WHO CAN VOTE VIA ABSENTEE VOTING
Registered voters who will be absent from their voting jurisdiction or who are unable to appear at the polls on election day may apply for and vote by Absentee Ballot. General information is available at Virginia's Board of Election website: www.sbe.state.va.us

Registered voters entitled to vote by Absentee Ballot are:

  • Students and their spouses
  • Those temporarily confined or awaiting trial
  • Those absent from their voting jurisdiction on business or vacation
  • Active duty military, their spouses and dependents
  • Electoral board members, registrars and election officers
  • Those overseas due to employment
  • Those with physical disability or illness
  • Those who are primary caretaker of a confined family member
  • Those who are unable to go to the polls due to religious obligations

ABSENTEE BALLOT APPLICATION
Registered voters must first request an Absentee Ballot Application. You can contact your local Voter Registration Office to request an absentee ballot application. You can either return the completed application to your local voter registration office either by mail or fax.

The absentee ballot application MUST BE RECEIVED in your local voter registration office by 5 pm on October 31, 2002 in order to receive a ballot by mail.

(Or, if you are an absent active duty military voter (or spouse/dependent) or overseas voter you should download the Federal Post Card Application instead of the Virginia application.) You must have the Adobe™ Acrobat Reader installed on your computer to view or print either portable document formatted (pdf) application. If you do not have Adobe™ Acrobat Reader installed on your computer, you can download and install the Adobe™ Acrobat Reader free of charge.

APPLICATION INSTRUCTIONS:
After downloading the application form: 1) print the form, 2) read the instructions accompanying the form, 3) fill out the requested information on the form carefully, 4) sign the form and, 5) mail or fax the completed application to your local general registrar's office to be received by 5:00 pm, Thursday, October 31 in order to receive a ballot by mail. Email submissions of the absentee ballot application are not accepted. (Note, if you fax the Federal Post Card Application, you must then mail the signed original to your local registrar, as it also serves as your registration application.)

IN-PERSON ABSENTEE VOTING
: Alternatively, you can complete the Absentee Ballot Application in-person at your local general registrar's office. To complete the process in-person, you must appear in-person at our office or our satellite location for absentee voting and complete the absentee ballot application. We will then verify your eligibility to vote and provide you with the actual ballot. The last day to apply and vote via absentee ballot in person is Saturday, November 2 by 5:00 pm.

COMPLETING THE ABSENTEE BALLOT:
After you have received your Absentee Ballot, carefully read and follow the instructions for marking the ballot, and mail it to be received in your local registrar's office no later than 7 pm, November 5, 2002. Check here for your local registrar's address. Mailed ballots MUST be delivered by mail; they may not be delivered in person. If you decide not to vote via Absentee Ballot, contact your local registrar's office to get information on how to proceed.

If you spoil or incorrectly mark your ballot, or somehow destroy or have not received your ballot, immediately contact your local registrar's office for instructions.

LOCAL GENERAL REGISTRAR INFORMATION
Note: State Law requires the General Registrars' Offices to be open from 8:30 a.m. to 5:00 p.m. for in-person absentee voting the two Saturdays immediately preceding each general election. For the November 5th election, these are October 26th and November 2. Please contact your local registrar's office to confirm these dates and times. The deadline for in-person absentee voting is November 2, 2002.
